The background of a picture can be changed using a graphic editing program but it is dependent on the format of the image. JPEG's are easy to edit with Paint.net or Gimp. BMP's can be edited using the paint program that comes with Windows.
PNG images can be worked with IrfanView32 or other graphic programs. Use the fill tool to change the background.
